Being curious and touching each other is natural for children. It has nothing to do with sex. The problem isn't with kids being naturally curious. The problem is the adults who abuse and molest them. This is a very specific incident which any sane person would understand. A baby, at a public beach, is going around naked. What happens if the baby decides to go to the toilet as it would do if it were wearing a nappy? That's a health hazard right there. Then someone has to come and clean it up.

It isn't about anything else but health and safety. Why does he think this baby is playing on people's sexual frustrations? Who even jumps to that conclusion?
