Maybe she did at some point, or maybe she thought she didn't have enough evidence to convince police to investigate, or maybe she knew the police were corrupt and protecting the perpetrators. Maybe she decided, like many in a corrupt system do, that she couldn't bring down the bad guys, but she could do her best to help those she could.
