Not a plane, it's a modified tanker truck. At the end of the video where it pans down, you can see the truck's fuel tank and front wheel.

It's a people smuggling operation, who the various parties are in this is not really clear though. You'd need someone who is able to identify the language being spoken in the short clip, and/or the uniform. Doesn't really look israeli to me, perhaps kurdish or syrian or iraqi, don't really know though. Maybe look for a petroleum company that has trucks with those stripes on it, might narrow down the search.
