It is trolling the elite that they are eating pizzas made with human body parts, whereas it is USUALLY not that and sourced from delicious exotic meats of other sources. They then put it in the brown wheelie bin as we call it in England, that is meant for cardboard but is actually 'body parts only'. The elite get the buzz of power of thinking they are immune to the law by engaging in cannibalism, the people running the operation shuffle the dough they made from selling this stuff, and everybody is happy, except the conspiracy theorist-believers who are in a panic which excites and scares the elite even more.
