Well, I've found very interesting and extremely creepy explanation to this. Could be legit or not, but let's give it a try. I've stumbled upon this article about Stephen King's It, book/movie.

Pennywise is often carrying a lot of balloons in IT, and there's a fan theory that offers an interesting meaning to them. Let's take a look.

The balloon is a shriner symbol, as Pennywise is the incarnation of the evil Shriner clown. I've noticed this as well.

Many of the people involved in the original Sasha Lord Presents group have photos of them wearing Shriner regalia. IMO it represents a child's innocence and happiness, the thing they want the most to take away from them.

His early stuff was kind of good; I really liked his short stories way back when. And the famous ones from back then too, mostly. The Shining was incredibly good...

But he can go to hell and die now. I shall buy no more of his books, and there was a time when I'd always buy his books. As if he cares, but still.

The first one I believe was The Sentinel. Scared me. Never read any of those books before. Had me hooked but Cujo and IT was more than I could bear. That’s when I stopped. I realized each book was more evil than the one before. Perhaps putting evil into minds. Evil porn if you will.

But yeah, huh. Maybe. I never thought about him in that way. I'm pretty sure it's just deliberate trying to be creepy stuff, in a creative way. At least in his older stories which were intense and original.

Then they started to become unapologetically formulaic, at which point he probably started just relying entirely on evil because he ran out of what he had from selling his soul to satan the first time and was just trying to accumulate brownie points for his dark lord, or something.
